The plant is located in Guoxi Village, Anxi County, Quanzhou City. The service scope of the plant is about 10.4 square kilometers, and the service population is 115,000. The plant uses Anaerobic-anoxic-oxic process to treat 60,000 tons of sewage per day.

In 2018, the plant completed upgrading and reconstruction and added advanced treatment technology to meet the effluent standard of A in First grade. The plant utilizes the advantages of hilly ecological resources in Anxi County to build modern garden-style factories, and relies on "greening and brightening projects" to help the construction of ecological corridor in this area.
